When users install an app and opt-in for notifications, the app registers with the push notification service that the app owner has partnered with (For example FCM or APNS). The service generates a unique identifier for the said device (user). When the app initiates a notification, its server sends a message to the push notification service platform. This includes the message and the device identifier of the recipient. The push service identifies the device and delivers the notification. This is how phones generally receive push notifications.

The opt-in message is the first notification that businesses must send to their customers and subscribers. The goal of an opt-in message is to ask users if they agree to receive notifications from you. When they give the permission (opt-in), you can add them to your subscriber list and start sending notifications. On the contrary, if they opt out, they will not be added to the list.
